The Institute for Humanities and Cultural Studies along the path of educating elitehuman resources who are experienced in research affairs, attempted to recruit students and hold educational courses since 1989. It has held over 295 courses (183 Master’s courses and 112 PhD courses) and trained over 1428 post-graduates. The main approach of the higher education based on the strategic plan of the institute is improving problem-oriented education and progressing the quality rather than the quantity.

The Higher Education Directory was established in 1989. Till 1992, it did not have a clear structure, and due to the small number of students and the holding of courses under the supervision of other universities.

However, from 1992 to 2006, due to changes in the structure of this directory, the research and educational deputy was responsible for the students' academic affairs, and the internal structure of education in these years included: the office of the deputy, the department of educational affairs, the department of student affairs, and archives.

From the second half of 2006, with the approval of the higher education structure in the board of trustees of the research institute, this directory was changed to the directory of higher education as a sub-set of the Deputy of Research and later as a sub-set of Deputy of Research and Higher Education.
